Highway “Takes The Cake” In $15 Billion Spending Plan

State House News Service

Author: Chris Lisinski

Department of Transportation overseers stamped their approval Wednesday on aย five-year capital planย calling for spending nearly $15 billion on improving reliability, modernizing and expanding the state’s transportation system. MassDOT’s board voted unanimously in favor of a $14.9 billion proposal covering fiscal years 2023 through 2027, embracing a plan that looks ahead a half-decade rather than a single year for the first time since COVID-19 hit. More than half of the spending would go toward reliability projects such as routine maintenance and repairs. A bit more than a quarter would go to modernization efforts, including required accessibility and safety improvements. The rest would be divided between expansions, Chapter 90 reimbursements to help municipalities with road and bridge maintenance, and other planning services. Projects funded by the plan include the major ongoing Sumner Tunnel rehabilitation effort, replacement of the Rourke Bridge in Lowell, and design and permitting of the once-in-a-generation push to reorganize the confluence of highway, rail and pedestrian infrastructure in a narrow sliver of land in Allston. Highways across Massachusetts feature as the largest target for investment in the five-year plan — or as MassDOT Director of Capital Planning Michelle Ho put it, “highway does take the cake” — with more than $10 billion set to flow to reliability, modernization and expansion of the state’s roadways. About $1.4 billion of the MassDOT plan would put state dollars toward MBTA expansion and state of good repair projects, and the transit agency also has its own $9.6 billion five-year plan in place for other major projects including South Coast Rail.

Howe recognized at Chamberโ€™s 38th Annual Meeting

Lauren Howe, principal and owner of empHowered PR, has been named as the 2022 Ambassador of Year by the North Central Massachusetts Chamber of Commerce. ย  The announcement was made at the chamberโ€™s Annual Meeting on June 9, 2022.

Chamber Ambassadors are valued volunteers to the Chamber who serve as the face of the organization in the community.ย  They assist the Chamber with communications to new and existing members, participate in ribbon cuttings and help connect members at various Chamber events.ย  Howe was voted Ambassador of the Year by her fellow Chamber Ambassadors at their May meeting.ย

โ€œWe are grateful to Lauren for her dedication and support of our Chamber as we work to advance our goals throughout the 27 communities that comprise our region,โ€ said Roy Nascimento, president and CEO, North Central Massachusetts Chamber of Commerce. โ€œWhile Lauren is a fairly new member of our business community, she quickly become an engaged business leader across North Central and a sought-after expert in the areas of public relations and communications for a variety of businesses. We are eager to see what the future holds for Lauren, both through her work with the Chamber and with her business.โ€

Howe founded empHowered PR in March 2020 following an esteemed 23-year career in a variety of communications roles in the health care, manufacturing and non-profit industries.ย  While her plans to launch her business were delayed due to the pandemic, she currently serves a variety of clients around the region, the country and the world. Her tailored services focus on brand strategy, corporate social responsibility, reputation management and thought leadership to effectively position her clients with key stakeholders to deliver long-term business goals.ย

Lauren holds both a masterโ€™s degree in Organizational and Professional Communication and a graduate certificate in Health Care Leadership Communications from Regis College.ย  She received a bachelorโ€™s degree in Journalism from the University of Massachusetts at Amherst and an associate degree in Liberal Arts from Mount Wachusett Community College.ย  Lauren is a member of the Worcester Business Journal 40 under Forty class of 2014 and a 2017 graduate of the Leadership Worcester program.ย  She currently serves as Chair of the Public Relations Society of America Independent Practitionerโ€™s Alliance and is a member of the board at the American Red Cross of Central and Western Massachusetts.ย  She also serves as the regular host of the Chamberโ€™s โ€œGood Morning North Central,โ€ the regionโ€™s most popular morning gathering featuring high-profile guests discussing topics of interest with business, civic and community leaders.ย

โ€œAs a small business owner starting out at the beginning of the pandemic, the Chamber provided me with information and connections to successfully launch my business, literally from my kitchen table,โ€ said Howe. โ€œI am honored to be recognized by my peers as their Ambassador of the Year and look forward to continued collaboration and success with my fellow Ambassadors in the years to come.โ€ย

The Health Foundation of Central Massachusetts Announces 2023 Synergy Initiative and Activation Fund Grant Opportunities

WORCESTER, Mass. โ€“ The Health Foundation of Central Massachusetts announces the opening of its 2023 Synergy Initiative and Activation Fund grant opportunities to target community-identified health issues and support innovative approaches to addressing health issues in the region.

The Synergy Initiative provides multiple years of funding (approximately $2 million in total funding over roughly five years) for collaborative projects that address health issues in Central Massachusetts with integrated, comprehensive strategies focused on systems change. The Activation Fund supports discrete, one-year projects in Central Massachusetts (typically between $60,000 and $120,000) aimed at helping move an organization to its next level of capacity and effectiveness that can be sustained over time.

The Foundation does not name specific health issues or priority areas, instead looking to community-based organizations to identify health issues and potential solutions. Information sessions outlining each programโ€™s funding goals, eligibility criteria, and application processes will be held in February and March.

โ€œSince its launch in 1999, The Health Foundation of Central Massachusetts has been committed to improving the health of those who live or work in Central Massachusetts. We look forward to this next round of Synergy Initiative and Activation Fund grants as an opportunity to further our impact in the region, and we are especially excited to pilot several innovative activities aimed at supporting smaller, newer organizations interested in our grant opportunities,โ€ said Dr. Amie Shei, President and CEO of the Foundation.

The deadlines for submission of initial application materials are April 12 for the Activation Fund and July 12 for the Synergy Initiative. To learn more about both grant opportunities and register for an upcoming information session, please visit the Foundationโ€™s website at www.hfcm.org.

In 2023, the Foundation is also piloting several equity-related initiatives aimed at increasing access to the Foundationโ€™s Activation Fund grant opportunity and helping smaller organizations build capacity.

For those with limited English proficiency, interpretation and translation services will be available for virtual information sessions when requested in advance through the registration process. For small organizations with limited grant development capacity and experience, the Foundation is offering technical assistance focused on the Activation Fund through an outside consultant for up to five applicants.

Organizations with annual operating budgets less than $500,000 will also be eligible to request up to 10% of direct project costs for unrestricted, supplemental support aimed at building capacity. These pilots will be evaluated to assess effectiveness and to inform future implementation. To learn more about these opportunities, please visit the Foundationโ€™s website. Applications for the technical assistance pilot are due by February 17.

Foundation staff is available to assist throughout the application process for both funding opportunities by discussing project ideas and providing feedback. To schedule a consultation for the Synergy Initiative, contact Dr. Kathy Mills, Vice President for Programs (), and for the Activation Fund contact Jennie Blake, Senior Program Officer ().

Fitchburg Creative Cities Partnership announces Dream It, Create It Grant Program

Fitchburg Creative Cities Partnership is proud to announce the launch of its โ€œDream It, Create Itโ€ Grant Program for 2023, with a focus on supporting placemaking/placekeeping projects in Fitchburg’s neighborhoods. The program aims to directly involve and impact residents, visitors, and businesses, and to advance Fitchburg as one of the most culturally unique and creative cities in America.

The program is open to individuals and organizations across the city, but projects that aim to activate underutilized public spaces in downtown Fitchburg or demonstrate a meaningful connection to the downtown will be given priority.

“We believe that placemaking and placekeeping are essential for building strong, vibrant communities, and we’re excited to support projects that bring people together and make our city a better place,” said Derek Craig, Program Manager of Fitchburg Creative Cities Partnership.

Placemaking, according to the Project for Public Spaces, is “the creation of quality public spaces that contribute to people’s health, happiness, and well-being.” Placekeeping, as defined by the USDAC, is “the active care and maintenance of a place and its social fabric by the people who live and work there.”

For the โ€œDream It, Create Itโ€ Grant Program, the goal is to use arts and culture to shape the physical and social character of a place, to spur economic development, promote enduring social change, and improve the physical environment. Successful projects will involve diverse partners, such as neighborhood residents, businesses, non-profits, places of worship, and government agencies, and artists should be involved in the planning, execution, and activity.

“We’re looking for projects that use creative approaches to activate underutilized places into something useful, beautiful, and vibrant for the district,” added Joe Ferguson of Intown Fitchburg. “Successful creative placemaking and placekeeping projects attract people, and this becomes the catalyst for other improvements.”

The โ€œDream It, Create Itโ€ Grant Program will award up to $50,000 in funding to support placemaking/placekeeping projects in Fitchburg’s neighborhoods. Applications will be accepted starting on February 24, 2023, and the deadline for submissions is March 31, 2023. Award recipients will be announced on April 7, 2023.
