Per an announcement made by Governor Baker, the Commonwealth has updated the list of essential businesses during the COVD-19 pandemic and has also extended the stay-at-home advisory through Monday, May 4th.
New guidances were announced today around hotels, motels, inns, beds and breakfasts and other short-term residential rentals.
WASHINGTON – SBA Administrator Jovita Carranza issued the following statement today in response to the President’s address to the nation:
“The President took bold, decisive action to make our 30 million small businesses more resilient to Coronavirus-related economic disruptions. Small businesses are vital economic engines in every community and state, and they have helped make our economy the strongest in the world. Our Agency will work directly with state Governors to provide targeted, low-interest disaster recovery loans to small businesses that have been severely impacted by the situation. Additionally, the SBA continues to assist small businesses with counseling and navigating their own preparedness plans through our network of 68 District Offices and numerous Resource Partners located around the country. The SBA will continue to provide every small business with the most effective and customer-focused response possible during these times of uncertainty.”
Process for Accessing SBA’s Coronavirus (COVID-19) Disaster Relief Lending
ElU.S. Small Business Administration is offeringdesignated states and territorieslow-interestfederal disaster loans for working capital to small businesses suffering substantial economic injury as a result of the Coronavirus (COVID-19). Upon a request received from a state’s or territory’s Governor, SBA will issue under its own authority, as provided by the Coronavirus Preparedness and Response Supplemental Appropriations Act that was recently signed by the President, an Economic Injury Disaster Loan declaration.
Any such Economic Injury Disaster Loan assistance declaration issued by the SBA makes loans available to small businesses and private, non-profit organizations in designated areas of a state or territory to help alleviate economic injury caused by the Coronavirus (COVID-19).
SBA’s Office of Disaster Assistance will coordinate with the state’s or territory’s Governor to submit the request for Economic Injury Disaster Loan assistance.
Once a declaration is made for designated areas within a state, the information on the application process for Economic Injury Disaster Loan assistance will be made available to all affected communities.
SBA’s Economic Injury Disaster Loans offer up to $2 million in assistance and can provide vital economic support to small businesses to help overcome the temporary loss of revenue they are experiencing.
These loans may be used to pay fixed debts, payroll, accounts payable and other bills that can’t be paid because of the disaster’s impact. The interest rate is 3.75% for small businesses without credit available elsewhere; businesses with credit available elsewhere are not eligible. The interest rate for non-profits is 2.75%.
SBA offers loans with long-term repayments in order to keep payments affordable, up to a maximum of 30 years. Terms are determined on a case-by-case basis, based upon each borrower’s ability to repay.
SBA’s Economic Injury Disaster Loans are just one piece of the expanded focus of the federal government’s coordinated response, and the SBA is strongly committed to providing the most effective and customer-focused response possible.

The North Central Massachusetts Development Corporation has launched an Emergency Micro-loan Program in light of the COVID-19 pandemic to assist small businesses that need access to funding due to hardship stemming from the outbreak. Loans of up to $20,000 will be awarded to qualifying local businesses that find themselves in a situation where they need access to capital and want to avoid high-interest credit cards or expensive and un-regulated online lenders. If approved, the business is also eligible to receive business assistance from NCMDC staff and consultants.
“As we work to confront this Public Health crisis, it is important to remember its effects on our local economy,” said Mayor Stephen DiNatale of Fitchburg. “It is absolutely paramount that we come together to support our small businesses community. I encourage us all to think of the ways we can buy local–ordering takeout, buying gift-cards, doing whatever we can to safely support our neighbors–but at the same time efforts like this emergency loan fund will offer a critical life-line to businesses when they need it most. We are so fortunate to have a partner in the Chamber that works so rapidly to support small businesses in North Central Massachusetts.”
To qualify under this program, you must be an existing small business and be able to provide two years of tax returns, as well as demonstrate a direct financial impact of COVID-19 on your business. The loan amounts and terms are flexible to fit the situation of the business.
“We are pleased to see the North Central Massachusetts Chamber of Commerce’s emergency fund be offered so quickly,” said Mayor Dean Mazzarella of the City of Leominster.“No business could have ever planned for this pandemic and local businesses now have a loan opportunity that will take them through this difficult situation.”

The North Central Massachusetts Development Corporation (NCMDC) is a non-profit economic development corporation with the mission of creating jobs and improving the economy. NCMDC is certified by the U.S. Small Business Administration (SBA), and the U.S. Department of the Treasury under the Community Development Financial Institutions (CDFI) Program. The Hometown Bank Community Foundation announced their contribution to the first Southbridge Family Fun Day that took place on August 25, 2018.
As a major sponsor of the event, bankHometown worked closely with The Salvation Army, who put on the event, Southbridge Community Connections, Tradewinds Clubhouse and KIVA Wellness Center. The event served around 500 meals, much of which was donated, and provided free fun activities such as face painting, raffles donated from local businesses, two bounce houses and a live DJ.
“We wanted to do something for the community that was fun and free – a ‘get away’ from everyday life, even if it was only for a few hours,” said Sabrina Grillo, Branch Manager of the bankHometown Sturbridge branch.
This was the first ever Family Fun Day in Southbridge, and due to the event’s success, sponsors are looking into making this event happen annually.

Entrepreneur Brings Passion for Education to Community
Kumon, the world’s largest after-school math and reading enrichment program, is opening a new center in Leominster at 21 Sack Boulevard. The North Central Massachusetts Chamber of Commerce invites the public to attend the Grand Opening Ribbon Cutting Event on Wednesday, September 26, 2018 from 4:00 p.m. to meet local educators and entrepreneurs.
Kumon’s individualized approach helps children progress by ability rather than age or grade. More than 280,000 preschool to high school aged children across the United States are developing their math and reading skills independently and gaining confidence through the Kumon Method of Learning. The Kumon Center of Leominster joins the more than 1,500 U.S. instructors committed to helping children excel through the self-learning program.
“At Kumon, we believe children have unlimited potential to succeed,” said small business owner, Issumael Nzamutuma. “My goal is to help children of our community love learning and understand that they can learn and master the subject called Math.”

According to the National Center for Education Statistics, American students were significantly outperformed by 29 nations in mathematics. America’s stagnant performance and lack of advanced students impacts the country’s future growth, which is why Nzamutuma cares deeply about helping Leominster students in his after-school enrichment program achieve academic success. Many Kumon students study advanced math, which includes materials two to three years above their grade level.
Instructor Nzamutuma, saw her kindergarten grand-daughter develop a love of learning in Kumon, as well as discipline, accuracy, and focus. She is now studying one year beyond her school grade level. Prior to opening Kumon of Leominster, Instructor Nzamutuma spent many years teaching Math and Economics in addition to his administrative responsibilities in Colleges and Universities. He was constantly concerned by a growing number of first year college students who have to take remedial courses in Math, English, or both.
