{"id":19677,"date":"2023-10-24T13:22:50","date_gmt":"2023-10-24T17:22:50","guid":{"rendered":"https:\/\/www.northcentralmass.com\/?p=19677"},"modified":"2024-12-01T18:02:09","modified_gmt":"2024-12-01T23:02:09","slug":"healey-driscoll-administration-secures-more-than-108-million-for-train-corridor-improvements-between-springfield-and-worcester-2","status":"publish","type":"post","link":"https:\/\/www.northcentralmass.com\/es\/healey-driscoll-administration-secures-more-than-108-million-for-train-corridor-improvements-between-springfield-and-worcester-2\/","title":{"rendered":"Governor Healey Files Legislation Unlocking $800 Million to Compete for Federal Funding"},"content":{"rendered":"<div>\n<p class=\"paragraph\"><span class=\"normaltextrun\">Governor Maura Healey filed legislation and\u00a0<\/span><a href=\"https:\/\/www.mass.gov\/files\/documents\/2023\/10\/19\/Fed%20Match%20Filing%20Letter%20-%20Final_0.pdf\" target=\"_blank\" rel=\"noopener\"><span class=\"normaltextrun\">signed an executive order<\/span><\/a><span class=\"normaltextrun\">\u00a0to enhance the administration\u2019s aggressive approach to competing for the historic amounts\u00a0of federal funding made available to Massachusetts by the Biden Administration.\u00a0Massachusetts\u00a0has the chance to compete for and win up to $17.5 billion in federal funding through the Infrastructure Investment and Jobs Act, the Inflation Reduction Act, and the CHIPS and Science Act.\u00a0<\/span><span class=\"eop\">\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p class=\"paragraph\"><span class=\"normaltextrun\">To support the administration\u2019s federal funds strategy, the Healey-Driscoll Administration is filing\u00a0<\/span><a href=\"https:\/\/www.mass.gov\/files\/documents\/2023\/10\/19\/AN%20ACT%20TO%20PROVIDE%20FOR%20COMPETITIVENESS%20AND%20INFRASTRUCTURE%20INVESTMENT%20IN%20MASSACHUSETTS.pdf\" target=\"_blank\" rel=\"noopener\"><span class=\"normaltextrun\"><i>An Act to Provide for Competitiveness and Infrastructure in Massachusett<\/i><\/span><\/a><span class=\"normaltextrun\"><i>s\u00a0<\/i><\/span><span class=\"normaltextrun\">to create a Capital Investment and Debt Reduction Fund\u00a0that will make $800\u00a0million in additional state funding available over the next three years to pursue federal grants. This\u00a0money will expand the state\u2019s\u00a0capacity to allocate match funding to satisfy requirements in many federal grant programs for states to cover a portion of proposed project costs\u00a0and adds to the roughly $2 billion in state matching funds that have already been identified from other funding sources, including through the FY24-FY28 Capital Investment Plan, the FY24 budget, and other appropriations.<\/span><span class=\"eop\">\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p class=\"paragraph\"><span class=\"normaltextrun\">The Governor also signed an Executive Order formally establishing the Federal Funds and Infrastructure Office (FFIO) to be led by Director of Federal Funds &amp;\u00a0Infrastructure\u00a0Quentin Palfrey.\u00a0It also establishes the Massachusetts Federal Funds Partnership for municipalities and tribes.<\/span><span class=\"eop\">\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p class=\"paragraph\"><span class=\"normaltextrun\">\u201cAs I\u2019ve been saying since day one, we are here to compete and we are here to win, especially when it comes to these unprecedented federal funding opportunities\u00a0made available by President Biden and our incredible Congressional delegation,\u201d said <b>Gobernadora Maura Healey<\/b>.\u00a0\u201cThis blueprint\u00a0gives our administration and municipalities\u00a0the\u00a0tools to compete for and bring home the\u00a0funding our communities need, and put federal dollars to work advancing economic development, infrastructure and climate resiliency projects\u00a0all across Massachusetts.\u201d <\/span><span class=\"eop\">\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p class=\"paragraph\"><span class=\"normaltextrun\">\u201cOur administration is committed to ensuring that we have federal funding to support the important work of our cities and towns,\u201d said <b>Teniente Gobernadora Kim Driscoll<\/b>. \u201cThe Massachusetts Federal Funds Partnership will play a critical role in keeping our local governments up to date on the federal funding opportunities that are relevant to them, and connecting our municipal and tribal leaders with the resources they need to secure federal dollars.\u201d<\/span><span class=\"eop\">\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p class=\"paragraph\"><span class=\"normaltextrun\">\u201cThe Federal Funds and Infrastructure Office will be able to effectively leverage the strengths of our state agencies, municipalities, and our Team Massachusetts partners to compete for federal funds,\u201d said <b>Director of Federal Funds &amp; Infrastructure Palfrey<\/b>. \u201cThe tools outlined in this executive order will enable the Commonwealth to capitalize on President Biden\u2019s historic investments of federal money and\u00a0maximize its impact for Massachusetts. I look forward to continuing our work with local leaders and incredible partners in Senator Warren, Senator Markey, and our congressional delegation to put federal dollars to work <\/span><span class=\"advancedproofingissue\">all across<\/span><span class=\"normaltextrun\">\u00a0the Commonwealth.\u201d<\/span> <span class=\"eop\">\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p class=\"paragraph\"><span class=\"normaltextrun\">The legislation\u00a0would leverage interest earnings on the state\u2019s Stabilization Fund, which currently stands at an all-time high of roughly $8 billion. By utilizing the interest on the Stabilization Fund\u00a0without touching the balance of the state\u2019s savings, the state is anticipated to generate a pool of $250 million\u00a0a year that could be used to strengthen its applications for federal\u00a0grants and deliver a strong return on investment\u00a0that will advance infrastructure, climate and other projects around the state.\u00a0The interest earnings\u00a0will be combined with $50 million in Fair Share resources already committed for transportation matching funds through the Fiscal Year 2024 budget.<\/span><\/p>\n<\/div>\n<div>\n<p class=\"paragraph\"><span class=\"normaltextrun\">The state will dedicate $50 million of this new funding\u00a0pool to ensuring the competitiveness of local and regional partners through municipal matching grants and a local infrastructure bank. The Fund also includes $12\u00a0million for local government technical assistance to help municipalities successfully apply for federal funding opportunities<\/span><span class=\"normaltextrun\">.<\/span><span class=\"eop\">\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p class=\"paragraph\"><span class=\"normaltextrun\">The legislation further proposes\u00a0to make the new fund permanent, establishing a new pay-as-you-go capital fund that would be used once these\u00a0federal\u00a0grant opportunities expire. The Capital Investment and Debt Reduction Fund\u00a0would be used moving forward to support state assets\u00a0and debt management, relieving some pressure on the state\u2019s traditional debt-financed capital plan\u00a0with safety mechanisms in place should economic conditions change. This type of fund has existed previously in Massachusetts\u00a0and would be a valuable tool in helping to address the backlog of deferred maintenance needs across the state.\u00a0<\/span><span class=\"eop\">\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p class=\"paragraph\"><span class=\"normaltextrun\">\u201cWe want to ensure that no funding for Massachusetts is left on the table when applying to federal grant programs,\u201d said <b>Secretary of Administration and Finance Matthew J. <\/b><\/span><span class=\"spellingerror\"><b>Gorzkowicz<\/b><\/span><span class=\"normaltextrun\">. \u201cThe State Matching Funds Pool will ensure the Commonwealth is able to provide the financing necessary to unlock federal money, and immediately put awarded funds to work for our communities.\u00a0It will also become a flexible tool for us in the future\u00a0to address an array of needs for our state buildings and other assets without jeopardizing the safety net of our strong Stabilization Fund.\u201d<\/span><span class=\"eop\">\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p class=\"paragraph\"><span class=\"normaltextrun\">\u201cThis is a fiscally responsible and creative way to leverage the high interest rate environment and historically high stabilization fund balance,\u201d said <b>State Treasurer Deborah B. Goldberg.<\/b>\u00a0\u201cProviding a dedicated pool of funds will give Massachusetts an advantage when competing for critical federal funding opportunities. We can both protect the stabilization fund balance and put interest earnings to work for Massachusetts.\u201d<\/span><\/p>\n<\/div>\n<div>\n<p class=\"paragraph\"><span class=\"normaltextrun\">The Executive Order will\u00a0allow the state to maximize its\u00a0ability to win federal funds\u00a0through strong coordination between state agencies, municipalities,\u00a0and other Massachusetts entities, and\u00a0by\u00a0providing additional state resources that are critical to unlocking federal dollars.<\/span><span class=\"eop\">\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p class=\"paragraph\"><span class=\"normaltextrun\">The Executive Order formally creates the <\/span><span class=\"normaltextrun\">Federal Funds and Infrastructure\u00a0Office\u00a0(FFIO)<\/span><span class=\"normaltextrun\"><u>,<\/u><\/span><span class=\"normaltextrun\">\u00a0which is tasked with identifying key federal funding opportunities that will advance Healey-Driscoll Administrations priorities. Those priorities include\u00a0improved infrastructure,\u00a0equity,\u00a0job\u00a0creation, economic competitiveness, climate resiliency and decarbonization, workforce development, and more.\u00a0The office is\u00a0led by Director Quentin Palfrey,\u00a0who <\/span><span class=\"normaltextrun\">was appointed in March<\/span><span class=\"normaltextrun\">\u00a0by Governor Healey as the principal advisor on federal funding and infrastructure.\u00a0FFIO is responsible for continuing bi-weekly meetings of the Advisory Council on Federal Funds and Infrastructure, chaired by Director Palfrey, which facilitates inter-agency coordination and promotes government-wide strategies for maximizing the award of federal funding. FFIO will also maintain a State Clearinghouse responsible for\u00a0the\u00a0internal tracking of all federal grant opportunities and agency applications.<\/span><span class=\"eop\">\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p class=\"paragraph\"><span class=\"normaltextrun\">FFIO will also be tasked with supporting the work of external partners to apply for federal funding opportunities that further the Healey-Driscoll Administration\u2019s priorities for the Commonwealth. This will involve a coordinated approach to supporting municipalities\u00a0and tribes\u00a0across Massachusetts. To do this the executive order creates\u00a0a working group, which will meet monthly as the Massachusetts Federal Funds Partnership, <\/span><span class=\"normaltextrun\">which\u00a0Lieutenant Governor Driscoll announced last week.<\/span><span class=\"normaltextrun\">\u00a0The meetings\u00a0will be open to elected leaders and staff from all 351\u00a0cities and towns, as well as the leadership of Massachusetts\u2019 federally recognized tribes. The Federal Funds Partnership\u00a0will provide\u00a0targeted updates on relevant federal funding opportunities and\u00a0connect\u00a0partners\u00a0with resources for technical assistance and state matching funds.\u00a0<\/span><span class=\"normaltextrun\">The first meeting will be\u00a0kicked off by Lieutenant Governor\u00a0Kim Driscoll\u00a0on Wednesday, October 25<\/span><span class=\"normaltextrun\"><sup>ta<\/sup><\/span><span class=\"normaltextrun\">.<\/span><span class=\"eop\">\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p class=\"paragraph\"><span class=\"normaltextrun\">This\u00a0proposal\u00a0will\u00a0power the administration\u2019s efforts to build on the progress it has already made in securing federal funding in recent months.\u00a0This includes awards of <\/span><span class=\"normaltextrun\">$147 million to expand broadband access in Massachusetts<\/span><span class=\"normaltextrun\">, <\/span><span class=\"normaltextrun\">$108 million towards track improvements\u00a0between Springfield and Worcester<\/span><span class=\"normaltextrun\">\u00a0to enable additional West-East passenger rail capacity, <\/span><span class=\"normaltextrun\">$22 million for Massachusetts municipalities to combat extreme heat through increased urban tree canopies<\/span><span class=\"normaltextrun\">, and <\/span><span class=\"normaltextrun\">$19.7\u00a0million to establish a Department of Defense Microelectronics hub<\/span><span class=\"normaltextrun\">\u00a0which will further opportunities for advanced manufacturing and technology.
